Émile Dewoitine designed the D.27 in 1926 to meet the French Air-force need for a light fighter but did not build the aircraft until after his move to Switzerland in 1927, building the EKW Dewoitine D.27 fighter in 1928 at the EKW workshop in Thun, Switzerland. Sixty six aircraft were built for the Swiss Air Force and were to remain operational until 1944, additional aircraft were built under licence in both Romania and Yugoslavia for their air-forces, seven specially strengthened aircraft were also built in France for trials on the French aircraft carrier Béarn.
